Community Skills and Training (D)

STATUS
  • Program finalized, with collateral to be uploaded to ST Website for distribution.
This project will deliver new training programs for volunteers and clubs to support sustainability and growth, as well as provide training on technology use for residents. A survey of local groups was conducted to ascertain needs and demands from local NFPs and clubs in terms of training options. A training program, which reflects those needs and aligns with other local initiatives, has been delivered. The content will be uploaded to the Smart Transformation website, providing access to those who were unable to attend the training.

With the arrival of the Fourth Industrial Revolution in the Bowen Basin, there is a critical need to ensure community organisations, businesses and older workers in Dysart are aware of the skills needed to access the jobs of the future and the opportunities which are available.

Attraction/ Retention (D)

STATUS
  • Video shooting schedule finalized, with draft being developed for final review prior to distribution.
This project will seek to promote the local Dysart community to prospective employees, providing tools for use in recruitment campaigns. Consideration could also be given to a workshop for local businesses to present information on attraction, as well as retention ideas being employed locally. STAC members advised that the project will give opportunities for mentoring of local businesses, as well as a promotional video to be developed and used in recruitment by local businesses featuring information on schools and housing.

Staff shortages are creating significant issues for the local community, impacting every local business and organisation whether public or private sector, with all struggling to attract and retain staff.

  • Training sessions held with strong attendance.
  • An e-commerce training session and an attraction/ retention session have both been held now in partnership with Moranbah Traders Association.
This project will deliver new training programs for business leaders and community members in the town, as well as increase promotion of professional development programs to ensure awareness and participation. This project is aligned with the Attraction/ Retention Project.

Digital Connectivity

STATUS
  • Project well defined and progressed – site selection process complete, and delivery plan in development.
  • Project implementation will take approximately 12-18 months.
  • Site selection is underway, with Development Applications lodged with IRC.
Improving digital connectivity has been identified by both Smart Transformation Advisory Councils and the Youth Advisory Council as the number one priority for both communities. The project is proceeding, under the auspices of GW3, with funding from BHP and Telstra, and is expected to upgrade the network to double Moranbah’s connectivity capacity and triple Dysart’s. The local working group involving the STAC leads along with BHP and Isaac Regional Council launched the project on 31 August 2021 and will now oversee implementation for the next 12-18 mths. All sites have now been confirmed, and a delivery strategy is in development.

A lack of reliability and fast digital connectivity is impeding the communities of Dysart and Moranbah in securing their 4IR future. The performance of the existing network, developed for the resident population, particularly give evening congestion in both towns currently limits access to business opportunities, vital health care and education/training resources.

Innovation Opportunity

STATUS
  • Next steering committee meeting in planning, with desktop research and drafting of Industry 4.0 primer for consideration underway.
  • First steerco meeting held 14 July, with GWI now developing desktop and Industry 4.0 content in preparation for planned steerco workshop in September 2022.
This project will study – with a 30 year time horizon – key opportunities for Dysart and Moranbah to participate in innovation projects, research, testing and manufacturing in the Isaac region. Initially RDA presented its regional roadmap to STACs to assess whether these projects meet the criteria to be addressed by the problem statement, but they decided to pursue the study. GWI has been selected as the study proponent to be overseen by a steering committee which includes representatives of IRC, GW3, CQU, RCoE and ST itself.

The opportunities stemming from 4IR extend across all industries, and as sectors look to transition to 4IR and progress projects, there will be scope for local economic benefits. Given the significance of the transition and the breadth of potential change a research study will be conducted to identify the possibilities.

Industrial Land Strategy

STATUS
  • Awaiting Housing work to progress next steps.
  • The study, funded by BHP, has been completed with key findings shared with the STAC and IRC as a key stakeholder.
  • Next steps on this project will align with the outcomes of the Housing Study project.
STAC members decided to develop an industrial land strategy to attract businesses that will grow jobs in town. The availability of industrial parcels of land are unknown, as are the types of support business needs and the business case for an industrial land strategy.

As the Fourth Industrial Revolution (4IR) impacts across all industries, Dysart and Moranbah aim to offset these by attracting new businesses to the town. The strategic comparative opportunity is the 28 mines in Isaac Region which could enable it to become a “hub” of automation.

Transport Options (D)

STATUS
  • Bus access option with Greyhound now being pursued.
This project aims to run a weekly bus service for a six month pilot to travel to Moranbah and return for Dysart residents. More than 80 local residents completed a survey and were overwhelmingly supportive of such a service. Hinterland Community Care and IRC for use of their buses have been exhausted, so a third option is now being pursued through Greyhound Coaches (operated by Kinetic).

Dysart residents, particularly those from a lower socio-economic background, struggle to access services ranging from medical through to banking given the limited range of such services in town, and there are few transport options to access services in other towns.

Connecting Communities (D)

STATUS
  • Funding has been secured.
This project seeks to support all local Dysart residents and to assist in the maintenance of a connected and well-functioning social network within the community through a program of events, activities and links that are inclusive and accessible. Through its implementation, this project will ensure all new residents to the Dysart community are welcomed, while also improving retention rates of individuals and families already resident in the town.

Community connectedness in Dysart, as in many mining communities is challenged given many residents have been relocated to the town away from their support networks, creating a lack of wellbeing for individuals and families.

Community Wellbeing Funding

STATUS
  • Hospital funding secured by State Government in Budget 2022. IRC has agreed to collaboration on services advocacy, with planning on joint strategy underway.
A consultant has been commissioned to study government funding (state and federal) for the Isaac Region with a particular focus on Moranbah and Dysart, as it compares to other similar sized council regions in Queensland, assessing government services in the towns (including but not limited to hospitals, emergency services etc) with other towns, also including an assessment of demand. Final Report provided to STAC members who agreed an advocacy strategy would be considered, following consultation with key Report participants including IRC, Mackay HHS and the Mackay PHN. State Government has announced $50m+ in Budget 2022 for new Moranbah Hospital, following significant advocacy by IRC, along with MHHS including report information in Base Case for Moranbah Hospital redevelopment. IRC discussions ongoing on joint advocacy strategy.

As identified through the Roadmap, the issue of government funding has been a long running one in the region, with most local stakeholders believing that the money/ services don’t match demand and don’t give consideration to the populations which live in the mining camps.

Childcare

STATUS
  • Astute Early Years Specialists have issued EoI to nominate for the Childcare Alliance and its supporting subcommittees.
  • Funding to undertake a study was secured (from BHP), with a consultant carrying out the investigation into options and opportunities for childcare in Moranbah and Dysart.
  • The Final Report has been distributed with Roundtables held in both Dysart and Moranbah involving local childcare stakeholders and IRC.
  • A forward strategy has been drafted, and a Steering Committee has been established to develop the scope for a Childcare Alliance to oversee service delivery.
  • As a result of the project, BHP has provided over $1m in principle over two years to advance the Alliance and its priorities.
It was agreed to undertake a study to better understand the challenge and identify potential solutions.

Childcare shortages are regularly discussed as a significant issue for residents in the towns of Dysart and Moranbah, with said shortages believed responsible for limiting access to work opportunities and overall community wellbeing.

Affordable Housing Study

STATUS
  • Proposal to hold Housing Summit being pursued, with support of IRC and assistance from Department of Premier and Cabinet. Expectation in second half 2022.
  • A housing study, funded by BHP was completed in mid 2021.
  • The report of the study has been shared with key stakeholders including IRC and a Housing Summit is planned for 2022.
STAC members determined that a housing study to better understand the current status (availability, price, etc) of housing in Moranbah and Dysart was required. This is a priority project for the STACs as it underpins many of the future projects and community opportunities.

Availability of housing in Moranbah and Dysart is currently constrained and this challenge is particularly felt by those working outside of major mining companies. To facilitate new businesses to the towns, it is necessary to better understand the current situation for housing availability, pricing and related requirements in order to develop a forward plan.
